[Real-time] Construction safety net manufacturer to analyze the new development of the rope industry market

Shandong Rope Net Industry Self-discipline" has become a widespread voice in China's textile industry. The reporter learned from interviews that most textile companies, including large-scale and strong companies, are expected to adopt measures such as "minimum price limit" and norms. Controlling the moderate growth of my textile exports, due to some difficulties in specific operations, at present our government, chambers of commerce, and companies are all actively exploring the feasibility of introducing a feasible decision as soon as possible.

Industry self-discipline focus on the minimum price According to the reporter, at present in the Chinese textile industry, the most discussed issue is the minimum price issue. In mid-January, the Chinese Chamber of Commerce for Import and Export of Textiles published the “Call for Action” on its website, calling for the textile industry to formulate a number of countermeasures, such as the “minimum price limit” for export of sensitive textiles, with a view to strengthening self-discipline in the industry (see the January 15 edition of this report). ).

Although the Textile Chamber of Commerce has not disclosed specific price-fixing and pricing measures, sources said that the lowest price-appropriate product may include 6 categories of clothing products such as cotton trousers and knitted shirts. It is reported that the United States is currently considering imposing new import restrictions on these products. The minimum price will be calculated scientifically according to a series of indicators such as investment, depreciation and environmental protection.

Zhou Yaoting, deputy to the National People's Congress and chairman of Jiangsu Hongdou Group Co., Ltd., said in an exclusive interview with this reporter that it is necessary for the industry to impose self-discipline restrictions on export prices. If companies only care about their own battles, low-cost exports, and not consider the overall interests of the Chinese textile industry, we will probably attract more and more restrictions on foreign trade.

However, Zhou Yaoting is very worried about how to limit prices. If the price limit is non-government mandatory, some enterprises will not participate in the price restriction, which will cause the limit price businesses to lose business and suffer losses. He said that he will wait for the feasibility of concrete measures.

The relevant person of China National Textile and Apparel Association told the reporter: “The minimum price is difficult to achieve because the products exported to different countries will receive different prices. Even if they are exported to the same market, the prices of supermarkets and shopping malls are not the same. The international market is much Levels, how to unify the price?"

Zhou Yaoting said, “Big companies should set an example first and play an exemplary role. If a reputable big company can't abide by the agreement and conduct self-discipline, not to ask for some less competitive SMEs.” He said that as long as the future limit The price agreement entered into force and Redbean Group must strictly adhere to the agreement.

It is difficult for a source to disclose the minimum price limit. The minimum price proposal of the Textile Chamber of Commerce has been reported to the Ministry of Commerce, and the industry-wide discussion on the feasibility of this scheme by the Ministry of Commerce is underway. After extensively listening to opinions and weighing the interests of the entire industry, the Ministry of Commerce will make relevant decisions.

“We support the government or chamber of commerce to take measures and do not expect this trend of quantitative expansion and low-price competition to continue to be vigorous, lest foreign countries resort to anti-dumping and other trade protection measures, and the last one to suffer is the enterprise.” Guangzhou Textile Import & Export Group Co., Ltd. is responsible for Ms. Li, from the textile import and export business, said: “As long as the industry takes the lead, we can implement the minimum price agreement. However, the types of textiles involved are so numerous that it is difficult for each species to determine the minimum export price.”

Ms. Li believes that the minimum price must be detailed to the customs tariff number. Because, if the scope is too wide to achieve the purpose of control, such as underwear and clothing mixed, the minimum price measures will certainly not work. If pricing is based on tax number, even if a piece of clothing may have several tax numbers, it is easy to control. However, there is also a problem here. “Can a few hundred tax numbers be really limited to such a fine level? If so, what are the lowest export prices? Can companies remember?” Ms. Li was quite worried.

And there are problems with how to implement it. Ms. Li believes that without the guidance of the Ministry of Commerce and the standardized management of industry associations, the possibility of self-discipline is very small. Under a policy, companies will try their best to obtain greater export expansion and more profits. Because, once the response is lagging or the competition mechanism is not strong, companies will be eliminated. This objectively will prompt some companies to find loopholes in the policy, such as handing or cheating on the number of customs declarations. “After all, theories and practical operations are different. Whether it is the Ministry of Commerce or the Chamber of Commerce, it cannot be exhaustive and detailed in the specific operation and management. There will certainly be many loopholes. The Ministry of Commerce and Chamber of Commerce can block these loopholes, including the minimum The key issue of whether any measures, including price, will work," Ms. Li stressed.

The early-warning mechanism needs to be established at the just-concluded National Committee of the Chinese People's Political Consultative Conference. The members of the political associations in the textile industry emphasized that China's textile industry is lagging behind in early warning information and urgently needs to establish a complete industry-wide export alert mechanism to track and monitor the export of textile products.

At present, many textile companies in China feel that the government or the chamber of commerce has lagged behind in early warning information, and it is difficult for enterprises to respond and take precautions beforehand.

Du Yuzhou, member of the CPPCC National Committee and president of the China Textile Industry Association, told reporters that we should establish a sound industry-wide export warning system as soon as possible. On the one hand, timely warning and restricting the export of large quantities of low-quality and poor-quality export textiles; on the other hand, timely notification of the international textile export market situation, avoiding blind export and avoiding export risks. This is another appeal of the Textile Chamber of Commerce.

Ms. Li of Shandong Textiles Import & Export Group Co., Ltd. believes that a complete set of export early-warning mechanisms can regulate the entire export like “quotas”. For example, the customs announced the total amount of textiles that were allowed to be exported to major markets such as the United States and Europe this year (rough statistics may also be available), and timely informed the number of companies that we have already exported this year. Naturally, companies will use these two figures as a reference to adjust their strategies. For example, the number of products that I export to the United States has now accounted for 80% of the allowable quantity this year. Companies may no longer take orders based on the situation, and importers may no longer place orders.

It is also difficult to publish these data. At present, the statistics of our customs statistics are global and not specific to the country, so we cannot count the exports of major markets such as the United States and Europe. In addition, there are still a large number of data that are exported from China but are re-exported from other regions to the destination country. Again, these figures cannot be based on the number of visas on the export visa, because the number of visas may be 1,000, but the actual number of exports may be only 100.
