Low cost, suitable for the construction of large-scale, large modern mines. In particular, low-ash, low-*, high calorific-value coal resources amount to about 100 billion tons, accounting for 50% of the country; of the 13 large-scale coal bases planned by the state, 3 are in Shaanxi.

In recent years, more than 400 small coal mines have been closed down in Shaanxi Province, and coal mine accident fatalities and millions of tons of deaths have been significantly reduced in five consecutive years. We must insist on the prevention of advance as the core of safe production management. Gas management must be done before pumping, extraction and balance, and the utilization rate of gas must be increased. Attention should be paid to gas control in the goaf area and fire prevention work must be strengthened. It is necessary to increase the intensity of cracking down on illegal mining and indiscriminate mining, so as to ensure a good safe production environment in the mining area.
