Biogas in rural areas achieves leapfrog development

The "Eleventh Five-Year Plan" period is the period when China's rural areas have the largest input of biogas, the fastest development, and the largest number of beneficiaries. The biogas in rural areas has achieved a leap-forward development and entered a new phase of equal importance and diversified development. It has become the most important livelihood project in the new period. One of the highlights of Yihe New Rural Construction was praised by the central leadership as one of China’s two most effective and common actions in dealing with climate change. It is improving rural production and living conditions, promoting the transformation of agricultural development methods, and promoting energy saving and emission reduction in agriculture and rural areas. As well as protecting the ecological environment, it has played an important role.

Since the “Eleventh Five-Year Plan”, the central government has invested 21.2 billion yuan in rural biogas construction. Driven by the central investment, the number of rural biogas construction has been continuously expanded, the investment structure has been continuously optimized, the service system has been gradually improved, the biogas function has been further expanded, and the biogas industry has developed rapidly. This has led to the formation of rural household biogas, large and medium-sized biogas farms, and breeding communities. The construction pattern of various models, such as biogas projects of the Lianhe households, biogas projects with centralized straw supply, biogas projects in rural primary and secondary schools, etc., and the rural biogas industrialization system with biogas equipment, biogas construction, biogas technology, and biogas service as the main contents have taken shape; The straw biogas technology, biogas project control automation, biogas power generation, biogas project Clean Development Mechanism (CDM) projects have achieved major breakthroughs.

According to data from the Ministry of Agriculture, it is estimated that by the end of 2010, household biogas will reach 40 million households, accounting for 33% of the country's suitable farmers, and more than 60,000 biogas projects, including over 20,000 small biogas projects such as breeding communities. More than 4,700 large and medium-sized biogas projects have benefited 155 million people; the scale of the industry has grown, the number of biogas production workers in the country has reached 270,000, and more than 4,000 biogas production and service companies have achieved an annual production value of more than 26 billion yuan.

The rural biogas inherits the aquaculture, and the next crop planting industry is connected to production at one end and connected to life one at a time. The comprehensive benefits are very significant. It not only provides quality energy for farmers, optimizes energy consumption structure in rural areas, but also reduces greenhouse gas emissions and promotes the development of a low-carbon economy. The annual output of biogas in rural areas is 16.4 billion cubic meters (approximately 13% of the country's annual natural gas consumption), which is equivalent to replacing 18.4 million tons of standard coal, and can reduce carbon dioxide emissions by more than 50 million tons, which is conducive to the promotion of national control of greenhouse gas emissions. The realization of the goal. The annual production of organic biogas from rural methane is nearly 400 million tons. Through the promotion of biogas-linked “pig-biogas-fruit (vegetables, grain, tea)”, “four in one” and “five matching” energy ecological cycle models , It can reduce pesticide and chemical fertilizer application by more than 20%, improve soils by 80 million mu, improve the quality of agricultural products, and promote the development of ecological farming and efficient planting. According to incomplete statistics, only biogas construction and service outlets will enable more than 300,000 farmers to achieve local transfer employment each year. According to a household biogas digester, the average annual expenditure for fuel, electricity, and chemical fertilizers is 1,000 yuan, the construction of a household biogas digester requires 400 yuan, and 40 million households can use biogas to save more than 40 billion yuan. During the Eleventh Five-Year Plan period, household biogas construction increased the wage income of farmers by more than 8.8 billion yuan. At the same time, rural biogas has become increasingly prominent in the development of "high-yield, high-quality, high-efficiency, ecological, and safe" modern agriculture, as well as eliminating the source of infectious diseases and reducing the incidence of epidemics.

According to the relevant person in charge of the National Development and Reform Commission, during the “12th Five-Year Plan” period, the central government will further increase the rural biogas investment and further increase the household biogas subsidies standard on the existing basis. We will further optimize the investment structure, increase support for large- and medium-scale biogas projects for farmers, and develop “industrial biogas” to continuously improve the overall benefits of biogas development.

According to the person in charge of the Ministry of Agriculture, the current development of rural biogas in China is changing from the need to solve rural energy and environmental sanitation to changing the role of agriculture and rural development in the basic role, from household biogas construction to household biogas and large and medium-sized As the construction of biogas projects is shifting equally, from the decentralized construction management to the industrialization and socialization services, it is urgently necessary to establish new principles and measures in policies, technologies, services, standards, and overall coordination so as to facilitate the rapid and healthy development of rural biogas. During the 12th Five-Year Plan period, the Ministry of Agriculture will follow the general requirements of the country's development of a green economy, building of a resource-conserving society, and a new socialist countryside, centering on “consolidating results, optimizing structure, building equal emphasis on management, strengthening service, comprehensive utilization, and raising the level of The idea is to take rural biogas as an overall, strategic and long-term systematic project for the development of modern agriculture, the promotion of new rural construction, the promotion of energy saving and emission reduction, the improvement of the rural environment, and the improvement of the living standards of farmers, and further increase the construction efforts. Promote the development of biogas in rural areas to the scale and level, so that more farmers benefit.

At the same time, we will further strengthen the construction of biogas talent team, strengthen follow-up service management, and build management and application to ensure the full utilization of the comprehensive utilization efficiency of biogas; actively strengthen cooperation with relevant departments, study and establish a long-term mechanism for the input of biogas science and technology, and focus on the development of biogas. Technological bottlenecks, develop new products, new technologies, and new materials, accelerate technological transformation, accelerate technological transformation, and comprehensively promote the industrialization of biogas; further strengthen the international cooperation and exchange of biogas, learn from the experience of Germany and other biogas-developed countries, carry out terminal subsidies for biogas projects and the first construction To complement the reform pilot, mobilize the enthusiasm of farm owners and social capital for biogas projects, and promote rural energy to a healthy development track.
